Is this a good idea/bad idea? Does it make a difference? If it's a good idea, how often should it be done? Thanks

It's a good idea after install of a new app that does not use the Apple package installer. The Apple package installer does this during the "optomizing sytem performance" step at the end of an install.
But many apps install with the Vise installer or just drag and drop, so update_prebindings is a good idea after you do those.
There are two apps out there wrap a GUI around this process, so you can avoid the terminal if you want:
System Optimizer X (http://homepage.mac.com/calx/apps.html) (coded in Real Basic, 2Mb download)
Xoptimizer (http://www.techtracker.com/mp/devinfoapp.m?ID=5485) (only 180K download)
Both do the job.
