I used Carbon Copy cloner to clone a 10.1.3 mac. All seemed to work well, but now only I can get into classic (I am in the administrator group), and any new users I create in OSX do not have sufficient privilges to launch Classic. Why?

Note: After cloning and the new mac went right into 9.2.
So I changed Startup Disk to 10.1.3. Rebooted OK and went right into 10.1.3. No problem. I can run Classic apps. Then I created 2 new users. Those 2 users cannot run classic apps.
Do I need to boot into 9.2 again and create those users under 9.2 also?

In Terminal, type:

cd /System/Library/CoreServices

then type

ls -l

Everything in there should be owned by root, is it? You Especially want Classic Startup.app to be owned by root for others to be able to launch Classic.
