Site organization

I'm an utter beginner to this site, so I may well not know what I'm talking about. However the FAQs document and a general look around doesn't answer the following.

I'm looking for a some useful "Services" utilities and would like to propose one if it's not yet been created. It's not yet obvious to me where such a discussion would go. Kind of crosses all the borders since Services are available to all apps, including Finder.

The second issue is similar. It involves working with the PDF code within the OS X engine. Not sure where this issue would go either.

Which leads me to a suggestion of a Miscellany category for items that appear to have no obvious slots.

I would recommend "System" for both questions, since they are core parts of the OS.

The problem with "Miscellaneous" is that everything tends to wind up there :-).
