apache 403 error, usual fix not working

I was trying to add another FTP account to my mac book, which wasn't working, something about passwords not being valid when I went to log in from a different machine on my network. Anyway, in trying to solve this problem, in the sharing tab, under file sharing I removed all the shared folders from the list to try and bring it back to normal. After which, my personal website returns a 403 error.

How can I get my web server functioning normally again?
