The OP is complaining that iTunes is creating the normal iTunes folder in the Music folder. He doesn't want it there. He wants to manage his MP3s in the music folder without iTunes. The only solution to prevent iTunes from using its normal folder is to not use it for playing MP3s. Instead, as I advised, he should play all MP3s in Quicktime player rather than iTunes.
