can't open photoshop elements 3

Hi , i have a G4 Mac Osx version 10.3.9 and my photoshop has just decided to stop opening. I do not get an error message it just fails to open. I had a look at the crash log report , this is where the report stops at:

0x96c00000 - 0x96c8cfff com.apple.ink.framework 101.1.4 (55.12) /System/Library/Frameworks/Carbon.framework/Versions/A/Frameworks/Ink.framework/Versions/A/Ink
